Used with old-fashioned wood storm windows. Allows window to be tilted open at the bottom for ventilation purposes. Window can be locked closed by swinging arms 180 degrees. Adjuster easily snaps off to allow for screens to be hung in summer. Snaps back on when its time for storm windows again. See instructions below.
